Методы исследования включают: анализ существующей практики разработки и сопровождения нормативно-зависимых ГИС; систематизацию факторов сложности, возникающих при эксплуатации ГИС в контексте изменений нормативных правовых актов (НПА); разработку и обоснование комплекса требований к функциональности нормативно-зависимых ГИС, а также предложений по автоматизации процессов мониторинга и актуализации систем.
Результаты исследования: выявлены ключевые факторы сложности эксплуатации нормативно-зависимых ГИС: потоковый характер изменений в законодательстве, задержки в обновлении ПО, риски ошибок при интерпретации новых норм, сложности мониторинга изменений; сформулированы пять базовых требований к подобным системам: адаптивность, отделение нормативно-зависимой логики от остальной функциональности, мониторинг изменений НПА, хранение метаданных, связывающих программный код с НПА, и документированность кода; предложен механизм повышения эффективности сопровождения ГИС — сочетание автоматизированного мониторинга НПА с ведением единообразного списка зависимостей «функционал — норма»; продемонстрирована универсальность подхода: решения применимы не только к ГИС, но и к другим программным системам, чувствительным к изменениям законодательства.
Практическая значимость работы состоит в снижении рисков юридических ошибок, сокращении трудозатрат аналитиков и ускорении актуализации программного обеспечения ГИС при изменении законодательных норм.

Purpose of work is to analyse the specifics of designing and operating legally bound geographic information systems (GIS) and to develop mechanisms for their effective maintenance in the context of rapidly changing legislation.
The research methods include: analysis of the existing practices in the development and maintenance of legally bound GIS; systematisation of complexity factors arising during the operation of GIS in the context of changes in regulatory legal acts (RLAs); development and substantiation of a set of requirements for the functionality of legally bound GIS, as well as proposals for automating the processes of monitoring and updating the systems. The study draws on data about actual changes in key RLAs (e.g., the Land Code of the Russian Federation, Federal Law No. 431) and leverages the experience of integration with professional legal systems (such as “Garant” and “ConsultantPlus”).
The results of the research are as follows: key complexity factors in the operation of legally bound GIS have been identified, including: the streaming nature of legislative changes, delays in software updates, risks of errors in interpreting new norms, and challenges in monitoring changes; five basic requirements for such systems have been formulated: adaptability; separation of legally bound logic from the rest of the system’s functionality; monitoring of RLA changes; storage of metadata linking software code to RLAs; and code documentation; a mechanism for improving the efficiency of GIS maintenance has been proposed, combining automated monitoring of RLAs with the maintenance of a uniform list of “functionality-to-norm” dependencies; the universality of the approach has been demonstrated: the solutions are applicable not only to GIS but also to other software systems sensitive to legislative changes.
The practical significance of the work lies in reducing the risks of legal errors, cutting analysts’ labour costs, and accelerating the updating of GIS systems in line with new regulations.
